Iranian Expert Accuses Azerbaijan of Fueling Israeli Operations and Ethnic Unrest in Tabriz

According to Ahmad Kazemi, an Iranian expert on the Caucasus and Eurasia, Hikmet Hajiyev, "the Assistant to the President of Azerbaijan and a graduate of training and security programs run by the Zionist regime’s ‘MASHAV’ and the NATO Defense College,” denied Azerbaijan’s involvement in Israel’s attack on Iran in a post on his X account. Kazemi framed this denial as “consistent with Baku’s traditional strategy of misleading Iranian officials.”

“This comes against the backdrop of the long-standing issue of the creation of Baku’s ethnic network in Iran, centered in Tabriz and aimed at recruiting mercenaries to serve the interests of the Zionist regime. It has involved the allocation of Azerbaijani state funds through the Diaspora Committee, the founding of parties and media outlets, and the systematic dissemination of ethnic anti-Iranian propaganda in Baku and certain European countries,” the expert noted.

"In 2006, during the protests (in Iran) over the caricature, the Yeni Musavat newspaper—which at the time had not yet been taken over by the Azerbaijani government—revealed that Israel’s military intelligence agency (Aman) had utilized the ethnic networks established by Baku in Tabriz and northwestern Iran to organize the unrest. Since then, Baku has significantly expanded funding and activities for this network-building, reaching a peak following the Second Karabakh War. Today, this ethnic network—which in recent years has operated freely due to the negligence of certain political and security institutions in Iran—plays a major role in supporting the Zionist regime’s bloodshed in Tabriz and Iran’s northwest," Kazemi added.
