"Over the last three years, Azerbaijan has boosted ties with Israel despite Israel’s military operations in Gaza following the October 7, 2023 Hamas attack and frequent criticism from neighboring Turkey and Iran. While Turkey is a long-term ally of Azerbaijan, there are several reasons for Baku’s refusal to side with Ankara regarding the Gaza war, most importantly, Turkey’s staunch support of Hamas, which has been backed by Iran, a regional rival of Azerbaijan," as highlighted by the Washington-based think tank Stimson Center.
